The Department of Rural Development and Land Reform (DRDLR) and the South African Farmers Development Association (SAFDA) entered into a Service Level Agreement in 2018 to provide support to black sugar cane farmers and their immediate communities.

SAFDA in November 2018 during its 3rd anniversary, SAFDA made an appeal to government to assist the small- scale communal and land reform farmers. SAFDA highlighted the income crisis facing small scale farmers and indicated that limited or no ratooning (timeous fertilizer and weeding control) will mainly result in drop-in yields. This would compromise the sustainability of small to medium-scale farming enterprises thus relegating the black farmers out production. The DRDLR has noted the potential negative impact of this imminent crisis on rural farmers and their communities.  The DRDLR has responded by partnering with SAFDA to provide fertilizer for the forthcoming season. This intervention will contribute to the increase of production yields thus increasing profitability and sustaining existing and, in most cases, creating new jobs.

SAFDA entered into a Service Level Agreement (SLA) with the then Department of Rural Development and Land Reform to assist with various interventions to ensure that small scale and land reform farmers remain sustainable.  The SLA was signed and celebrated at the SAFDA Third Anniversary Imbizo held in November 2018. The DRDLR then made available a grant to SAFDA to be used to apply seasonal fertilizer on perennial sugarcane shoots (ratoon management). Simultaneously, SAFDA appealed to the Department of Agriculture and Rural Development: KwaZulu-Natal to land reform farmers. The Department obliged and provided fertilizer to many land reform growers across the sugar cane growing areas of the Province.
